SURF CITY LISBON is a sustainable tourism and real estate concept, developed by Solid Iberia to integrate innovation, leisure, and quality of life into a unique urban ecosystem.

Distinguished with the status of Potential National Interest (PIN) number 275, under Decree-Law No. 154/2013 of November 5, the concept received this recognition from the Permanent Commission for Investor Support (CPAI) for strategic investment initiatives, with validation from Turismo de Portugal.

SURF CITY is a unique tourism and real estate concept, redefining innovation standards by combining cutting-edge artificial wave technology, sustainability, and the Smart City model into a fully integrated experience. More than just a destination, it represents a global revolution in surfing and in the way we live, work, and enjoy life.

This concept offers the first truly unlimited surfing experience, with perfect and consistent waves generated by pioneering technology that respects nature and provides unmatched sensations. Every detail is designed to create a vibrant urban ecosystem, where surfing becomes the heart of a dynamic and creative community.

SURF CITY is more than a Surf Park — it is an international hub of innovation, wellness, and entertainment. It combines smart residential areas, cutting-edge commercial spaces, hotels, training centers, auditoriums, clinics, shops, restaurants, and leisure zones, all integrated into a cohesive urban environment focused on experience.

As a Smart City model, it demonstrates how technology and nature can coexist in perfect harmony, promoting a sustainable, connected, and inclusive urban lifestyle. Accessible to all generations, it breaks social barriers and overcomes the traditional seasonality of tourism.

The concept celebrates culture, creativity, and the local economy, highlighting gastronomy, craftsmanship, music, and authentic experiences that strengthen identity and collective pride. Each element contributes to creating a global icon where human talent and technology come together to shape the future.

More than a visionary idea, SURF CITY is an innovative paradigm that sets a new standard for tourism, real estate, and smart cities. A perfect fusion of innovation, sustainability, and lifestyle, it inspires and projects future generations toward a more human and connected world.

Location

SURF CITY LISBON is a concept designed for implementation in the Setúbal district, in a strategic area offering exceptional accessibility and proximity to the largest coastal strip in the Lisbon metropolitan area.

Its location near the iconic beaches of Costa da Caparica, combined with a strong offer of surf-related activities and the well-established tourist appeal of neighboring municipalities, naturally integrates into the concept. The regional setting, together with the quality and diversity of the tourism offer in the RLVT – Lisbon and Tagus Valley Region, further reinforces this territory as the ideal scenario for its implementation.

SURF CITY LISBON was conceived by Solid Iberia in alignment with Turismo de Portugal, ensuring that the initiative contributes unequivocally to sustainable regional development, enhances the tourism offer, stimulates the local economy, and preserves natural resources, benefiting the surrounding community.

Zones

Construction of one of the largest lagoons in the world for professional and recreational surfing, with an artificial beach and a set of services that are not available at a regular beach. A surfing facility that can accommodate up to 5,000 visitors per day. It offers a range of services such as a surf school, masterclasses, spaces for surfing championships/events, promotional development spaces for professionals or companies, catering services, various food and drink options, children’s areas, surf and souvenir shops.

The Resort offers a luxury experience and exceptional hospitality service, with the capacity to accommodate approximately 400 guests per day. Its amenities include comfortable accommodations, 24-hour room service, breakfast buffets, various dining options, a sports bar, poolside bar, spa, gym, and event spaces. It consists of a 4-star hotel and independent villas that share all the hotel services.

An auditorium for musical events and large-scale shows, a versatile space offering a wide range of services for events and entertainment, including concerts, conferences, and exhibitions, with a projected capacity to accommodate 100,000 visitors. Additionally, it offers a variety of complementary services, such as food and drink options, catering, ticket offices, an exhibition hall, shops, conference rooms, and more, enhancing the overall participant experience.

The Beach Club features a large multifunctional pool, including chillout areas, as well as an exclusive VIP zone designed to offer a more private and personalized experience. The club provides various support facilities, such as reception, services, and a diverse selection of food and drink. Additionally, it has a nightclub for evening entertainment and a stage specially designed for events, concerts, and cultural activities, making it a versatile space for leisure, both day and night.

Offers a wide variety of shopping options for visitors, including high-end fashion, souvenirs, and specialized products. With more than 50 stores and 20 services, it positions itself as a prime destination for both shopping and meeting diverse needs. Additionally, includes a commercial area primarily dedicated to surfing, as well as the sale of items and services related to the sport and a healthy lifestyle. There also spaces for the promotion of Portuguese-made products.

Construction of residential blocks with around 700 housing units, commercial and service spaces, road infrastructure, and extensive green areas and common spaces. A residential area for elderly people will be developed, designed to minimize architectural barriers and featuring specialized services such as health and wellness clinics, a spa, recreational areas, among others. Security will be a priority, with 24/7 surveillance, controlled access, and emergency response services. A community meeting area and a space for social, cultural, and recreational events will also be created.

The parking area, with approximately 600 spaces, features several electric vehicle charging points with current technology. Includes a mixed-use heliport for emergencies, as well as passenger transport and home deliveries.

Smart City

The 15-minute city concept proposes an urban environment where work, leisure, and services are within 15 minutes by walking, cycling, or public transport. However, Surf City Lisbon goes further, designing the world’s first 5-minute city.

A PARADISE FOR PEDESTRIANS AND CYCLISTS. It prioritizes pedestrians and cyclists with a compact, car-free design, promoting a healthy lifestyle and reducing the carbon footprint.

SUSTAINABILITY PHILOSOPHY. Buildings feature green roofs, solar panels, and efficient waste and water management systems to minimize environmental impact.

SENSE OF COMMUNITY. Parks, squares, and public spaces foster social interaction, while the mix of residential, commercial, and cultural areas enriches urban life.

PIONEERING SMART CITY. Residences with advanced technology and energy efficiency, along with modern healthcare services, reflect the commitment to well-being and sustainability.

URBAN DEVELOPMENT MODEL. Surf City Lisbon represents a vision of the future for sustainable, prosperous, and socially cohesive cities, setting a new global standard in urban planning.

Vision for the Future

The objective of this concept is to establish a «Smart City of the Future» that incorporates technological innovations, such as:

  • IoT (INTERNET OF THINGS). The concept uses the Internet of Things (IoT) to collect and analyze real-time data, allowing the monitoring and optimization of various systems, such as energy management, security, and comfort for residents and visitors.
  • IoMT (INTERNET OF MEDICAL THINGS). A crucial aspect of the concept is the integration of IoMT technology (Internet of Medical Things) in the healthcare sector, to improve the quality of medical services and facilitate monitoring, increasing efficiency.
  • AI (ARTIFICIAL INTELLIGENCE). The concept applies Artificial Intelligence (AI) in various areas, such as chatbots for customer service, resource optimization, traffic data analysis, and more, ensuring greater efficiency and quality in the services offered.
  • HELIPORT. Includes a heliport serving as a landing area for emergency helicopters, as well as a «Drone Taxi Center» and «Drone Delivery Center,» integrating new transport methods for people and goods with the highest standards of technology and safety.

The concept adopts a dual approach to economic and social responsibility, with the following objectives:

  • ACCESS FOR ALL. The concept ensures access to essential services such as leisure, culture, healthcare, and commerce for people of all social backgrounds and age groups, regardless of their purchasing power.
  • ENTREPRENEURSHIP. It encourages entrepreneurship and creates business opportunities across various sectors, allowing participation by companies of all sizes.
  • SOCIAL RESPONSIBILITY. As part of its social commitment, it adopts practices aligned with the ISO 26001 Social Responsibility Management standard, integrating the principles and goals of the 2030 Agenda.
  • DEVELOPMENT. It significantly contributes to a competitive economy by promoting local and regional development, generating jobs, and driving economic growth.
  • HEALTH. It includes a 24-hour health clinic to ensure access to high-quality medical care for residents and visitors.

The concept prioritizes sustainability on multiple levels, including environmental, territorial, and energy aspects. To reinforce this commitment, it implements several initiatives, such as:

  • WATER REUSE. It incorporates advanced treatment systems to ensure the reuse of water used in pools and lagoons, minimizing water resource waste.
  • RENEWABLE ENERGY. Ensures that 50% of energy needs are supplied by renewable sources, such as photovoltaic panels and wind energy.
  • GREEN AREAS. Creates extensive green and forested areas, essential for sustainability, improving air quality, preserving ecological balance, and reducing carbon emissions.
  • SUSTAINABLE ARCHITECTURE. Uses modular elements and recycled materials in construction, significantly reducing CO2 emissions and promoting a cleaner and more eco-friendly building process.
  • SUSTAINABLE MOBILITY. Develops clean mobility infrastructure, including electric vehicle charging stations, bicycle and electric car usage, public transport, and a Bike & Car Sharing system, helping to reduce greenhouse gas emissions.

The concept is aligned with the Smart Specialization Strategy (S3) of the Lisbon Region, which focuses on the Blue Economy, Mobility and Transport, Tourism and Hospitality, and Health. Furthermore, it is in line with several Sustainable Development Goals (SDGs), translating the vision of the 2030 Agenda into reality:

  • 6. CLEAN WATER AND SANITATION. Integrates advanced technologies to ensure access to clean water and sustainable sanitation.
  • 7. AFFORDABLE AND CLEAN ENERGY. Ensures the use of renewable sources to provide clean and modern energy.
